the inclusion of a gift package or the offering of a magazine as a part of a membership does
not preclude the solicitation from being exempt under the law and would further specify that
a solicitation on behalf of a magazine would be exempt under the law if the magazine was approved

State Department of Education is required to develop and anaphylaxis preparedness program
