the siting of a new or modification of an existing solid waste management facility located
within the jurisdiction of the governing body. This bill would alter the approval process
by a local governing body for the siting of a new solid waste management facility. This bill
would provide that an approval of a new facility by a local governing body would be reviewed
by the circuit court. This bill would also remove a requirement that a proposed new solid
waste management facility or a modification of a permit for an existing facility be evaluated

and provide for its powers and duties. This bill would authorize lay midwives who are registered
with the State Board of Registration for Lay Midwifery to assist with deliveries at birthing
centers in certain circumstances. This bill would provide training, examination, and other
qualifications necessary to register as a lay midwife. This bill would provide criminal penalties
for violations. This bill would provide civil immunity to a physician, health care practitioner,

presentment services must be licensed by the State Banking Department. Under existing law,
when a deferred presentment services transaction becomes due, the licensee may renew or extend
the transaction for one additional term. After one renewal or extension, the licensee may
not enter into a new transaction with the customer until the next business day after the previous
transaction is paid in full. Under existing law, if the customer is unable to pay upon the
expiration of the initial term and one renewal or extension, the licensee may offer an extended

is breached by an unauthorized person. This bill would create the Alabama Information Protection
Act of 2017 to provide for the protection of sensitive personally identifying information
and notice to individuals whose personal information has been breached. This bill would require
specified entities, including governmental entities and third-party agents, to notify the
Attorney General and the individual owners of personal information upon a data security breach.
This bill would require these entities to provide notice to credit reporting agencies of security
