1 20-APR-17 SYNOPSIS: Under existing law, the Alabama Corrections Institution Finance Authority
is authorized to issue bonds for prison construction purposes. The authority is required to
construct facilities using plans and specifications of architects or engineers, or both. This
bill would also allow the authority to issue bonds up to $100,000,000 to purchase, renovate,
and equip the existing Perry County facility, the Julia Tutwiler Prison for Women and existing
regional or other prison facilities and would require the competitive bidding of all contracts
for renovations. This bill would require increased reporting to the Joint Legislative Prison
Committee. This bill would provide for the creation of capital improvement cooperative districts
by counties and municipalities for the renovation, expansion, maintenance, and operation of
county and municipal jail facilities to house state inmates....

Rd 1 07-MAR-17 SYNOPSIS: Under existing law, the maximum rate of interest on a small loan
is three percent a month on amounts not more than $200 and two percent a month for amounts
in excess of $200, and the maximum term of the small loan is limited to 25 months. Under existing
law, in lieu of these interest rates, the lender may utilize an alternative rate of charge
that consists of an acquisition fee of up to 10 percent of the principal and a monthly installment
handling fee. Under existing law, the maximum term of a small loan on which the alternative
rate of charge may be utilized is 12 months. This bill would provide that the minimum term
for a small loan in which the lender is charging the alternative rate is six months. This
bill would prohibit the lender from collecting an additional acquisition charge if the loan

personal information of an Alabama resident to notify the resident if the personal information
is breached by an unauthorized person. This bill would create the Alabama Information Protection
Act of 2017 to provide for the protection of sensitive personally identifying information
and notice to individuals whose personal information has been breached. This bill would require
specified entities, including governmental entities and third-party agents, to notify the
Attorney General and the individual owners of personal information upon a data security breach.
This bill would require these entities to provide notice to credit reporting agencies of security
breaches of personal information involving more than 1,000 individuals. This bill would require
