amend Section 45-5-171, Code of Alabama 1975, to provide that a portion of the fees collected
from dumping or depositing of solid waste material shall be distributed to the Blount County
Commission instead of the State Forestry Commission for distribution to the Blount County
Fire and EMS Association. BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:Section 1. Section 45-5-171,
Code of Alabama 1975, is amended to read as follows: §45-5-171. "(a) In addition to
any other cost, fee, or charge imposed on the dumping or depositing of solid waste material
on or in any privately owned solid waste landfill in Blount County, there is hereby levied
a monthly fee of one dollar fifty cents ($1.50) per ton of solid waste so dumped or deposited,
which shall be collected monthly by the landfill owner and distributed as provided in subsection

association, or copartnership operating an amusement or entertainment machine business where
the machine is operated by the use of coin, cash, token, or credit card is required to pay
an annual privilege license tax based on the total sales of each machine. This bill would
levy an annual license fee on the privilege of owning and operating a bona fide amusement
or entertainment machine for commercial use by the public, with the exception of a single
business location with 50 machines or more, and an additional annual fee for each machine.
This bill would provide for the collection of the fees. This bill would provide for civil
penalties for violations. This bill would provide that it may not be construed to make legal

governmental agencies from using unmanned aircraft systems to gather evidence or other information,
except under certain conditions, and would authorize the initiation of a civil action by persons

SYNOPSIS: Under existing law, property may be acquired by the state or another governmental
entity through an eminent domain proceeding. However, if an owner of property alleges that
the property was taken or injured without initiating an eminent domain proceeding and the
property owner discovers the encroachment, the owner may file an inverse condemnation action.
Under existing law, there is no specific statute of limitations for the filing of an inverse
condemnation action against a state official. This bill would require an inverse condemnation
action to be commenced within two years after the property was appropriated for public use.
