and parolees; to give the Secretary of the Alabama State Law Enforcement Agency, in coordination
with the Commissioner of the Department of Corrections, the authority to establish a program
to issue a nondriver identification card to a resident parolee upon his or her release from
prison. BE IT ENACTED BY THE LEGISLATURE OF ALABAMA: Section 1. The Secretary of the Alabama
State Law Enforcement Agency, in coordination with the Commissioner of the Department of Corrections,
shall have the authority to promulgate rules to establish a program by January 1 of the year
following the effective date of this act to issue a nondriver identification card to a resident
upon his or her release from the Department of Corrections. Section 2. This act shall become
effective on the first day of the third month following its passage and approval by the Governor,
