SB280 ENGROSSED By Senator Waggoner A BILL TO BE ENTITLED AN ACT Relating to municipalities; to authorize the city council or other governing body of a municipality to adopt a municipal ordinance providing for parking enforcement; to provide for civil violations and fines; to provide certain procedures to be followed by a municipality for parking enforcement; to provide that the owner of a vehicle unlawfully parked shall be presumptively liable, but providing procedures to contest liability; to provide for jurisdiction in the municipal court of a municipality for civil violations, allowing appeals to the circuit court of the county where the municipality is situated for trial de novo without a jury; and to provide a means for collection of outstanding parking tickets to include immobilization and impoundment.
