are subject to regulation under certain conditions by the Department of Environmental Management,
the Department of Public Health, and the Public Service Commission. The terms "cluster
wastewater system," "community wastewater system," and "small-flow cluster
systems" exclude systems that discharge directly to the surface waters of the state.
