procedures. This bill would require increased reporting to the Joint Legislative Prison Committee.
Under existing law, the Alabama Corrections Institution Finance Authority is authorized to

the county commission to levy a one-half cent sales tax for constructing a new county jail
which would terminate when the debt for construction of the new jail is paid in full; and
to provide for a referendum. BE IT ENACTED BY THE LEGISLATURE OF ALABAMA: Section 1. This
act shall only apply to Randolph County. Section 2. As used in this act, state sales tax means
the tax imposed by the state sales and use tax statutes, including, but not limited to, Sections
40-23-1, 40-23-2, 40-23-3, and 40-23-4, Code of Alabama 1975. Section 3. (a) In addition to
all other taxes authorized by law, the Randolph County Commission may levy a one-half cent
sales tax. (b) The proceeds of the tax shall be used for the construction of a new county

law, a low speed vehicle that is registered to operate on the public roads and highways must
be covered by liability insurance. Under existing law, golf carts that do not meet the definition
of a low speed vehicle may not be registered or operated on the public roads and highways.
This bill would provide a process by which a municipality could permit limited operation of
golf carts on municipal streets or public roads within the municipality. The bill would require

move a motor vehicle involved in an accident from the roadway when no apparent serious physical
injury or death has occurred and would authorize employees of the Department of Transportation
and the Alabama Law Enforcement Agency to require and assist in moving a disabled vehicle
involved in an accident from the roadway on the state highway system. The bill would provide
