agriculture and the regulation of seeds; to add Section 2-26-3.1 to the Code of Alabama 1975,
to specify that the regulation of seeds would be reserved to the Board of Agriculture and
Industries and the Commissioner of Agriculture and Industries pursuant to general law; and
to prohibit any local regulation of seeds. BE IT ENACTED BY THE LEGISLATURE OF ALABAMA: Section
1. Section 2-26-3.1 is added to the Code of Alabama 1975, to read as follows: §2-26-3.1.
(a) This chapter and its provisions and requirements are of statewide concern and occupy the
whole field of regulation regarding the cultivation, harvesting, production, processing, registration,
labeling, marketing, sale, storage, transportation, distribution, possession, notification
of use, planting, or other use of seeds. The entire subject matter of this chapter shall be
subject to the exclusive jurisdiction of the Board of Agriculture and...

state from using license plate scanners on public highways and would provide limited exceptions
for the Department of Transportation, the Alabama Law Enforcement Agency, counties, and municipalities.
