enact the crime of unlawful entry of a critical infrastructure and to provide criminal penalties;
and in connection therewith would have as its purpose or effect the requirement of a new or
increased expenditure of local funds within the meaning of Amendment 621 of the Constitution
of Alabama of 1901, now appearing as Section 111.05 of the Official Recompilation of the Constitution
of Alabama of 1901, as amended. BE IT ENACTED BY THE LEGISLATURE OF ALABAMA: Section 1. (a)
For the purposes of this section, the following words have the following meanings: (1) CRITICAL
INFRASTRUCTURE. The term includes, but is not limited to, a chemical manufacturing facility,

to authorize Class 5 municipalities to file an expedited quiet title and foreclosure action
in circuit court to establish clear title to abandoned tax sale properties within the corporate
limits that are acquired from the State Land Commissioner pursuant to Chapter 10, Title 40,
Code of Alabama 1975; and to provide for the procedure and due process for the action in circuit
court. BE IT ENACTED BY THE LEGISLATURE OF ALABAMA: Section 1. This act shall apply only in
a Class 5 municipality and provides the exclusive procedure for an expedited quiet title and
foreclosure action for a Class 5 municipality, notwithstanding Section 24-9-8, Code of Alabama
1975. Section 40-10-82, Code of Alabama 1975, as amended, shall not apply to, restrict, or

the location or identity of a motor vehicle, or the identity of the occupants of the motor
vehicle on public highways. This bill would prohibit state agencies and subdivisions of the
state from using license plate scanners on public highways and would provide limited exceptions
for the Department of Transportation, the Alabama Law Enforcement Agency, counties, and municipalities.
This bill would also provide for the confidentially of information collected and would provide

shall apply only in Wilcox County. (b) The tax assessor and tax collector of the county who
has served for 15 or more years in the respective office shall each be entitled to receive
an additional expense allowance in the amount of seven thousand five hundred dollars ($7,500)
