Education Rd 1 02-FEB-16 SYNOPSIS: Under existing law, the Alabama Ahead Act, commencing with
the 2012-2013 school year, phased in the provision of textbooks and other instructional materials
to students and teachers in electronic format through pen-enabled tablets and mobile computers.
The law provides for the reassignment of the tablets and mobile computers to students, requires
the State Department of Education to establish an advisory committee, and provides for a bond
issue. The law authorizes the Alabama Public School and College Authority to issue bonds for
the purposes of the law contingent upon a separate legislative enactment. This bill, commencing
with the 2016-2017 school year, would delete the requirement that the tablets and mobile computers
be pen-enabled, would delete the phase-in provisions, would delete the reassignment provisions,

SB324 SYNOPSIS: Under existing law, a minor who has attained 16 years of age may be charged,
arrested, and tried as an adult for capital offenses, other specified felonies, and certain
lesser included offenses. This bill would repeal this provision and would allow for the transfer
of a child 14 years of age or more from the juvenile court to the circuit court if the child
is alleged to have committed a capital offense, other specified felonies, and certain lesser
included offenses. This bill would also specify that the transfer of a case from juvenile
court to circuit court does not prohibit a circuit court judge from granting an individual
youthful offender status. Existing law also specifies who may be detained or confined in secure
custody and when a child may be detained in a jail or other facility for the detention of

or other health care practitioner injures a patient because he or she has failed to follow
the governing standard of care in the applicable area of medicine, the patient can bring an
action against the physician or health care practitioner for medical malpractice. This bill
would establish a Patient Compensation System to be administered by the Alabama Department
of Public Health to provide for a mandatory alternative administrative procedure to address
medical malpractice claims by a panel of physicians and medical experts to determine the payment
of damages related to medical injuries. This bill would establish a Patient Compensation Board
to govern the system and to approve a schedule of compensation for confirmed medical injuries.
