SB161 SYNOPSIS: Under existing law, preferred vendors are given preference in the awarding
of public contracts required to be competitively bid. This bill would give preferred vendor
status under the competitive bid laws to those businesses located in the state that are owned
by veterans who were deployed to Afghanistan or Iraq as a part of Operation Enduring Freedom
or Operation Iraqi Freedom. A BILL TO BE ENTITLED AN ACT To amend Section 41-16-20, Code of
Alabama 1975, relating to preferred vendors under the state competitive bid law; to grant
preferred vendor status to any business located in the state that is owned by a veteran deployed
to Afghanistan or Iraq as a part of Operation Enduring Freedom or Operation Iraqi Freedom.

The law provides for the reassignment of the tablets and mobile computers to students, requires
the State Department of Education to establish an advisory committee, and provides for a bond
issue. The law authorizes the Alabama Public School and College Authority to issue bonds for
the purposes of the law contingent upon a separate legislative enactment. This bill, commencing
with the 2016-2017 school year, would delete the requirement that the tablets and mobile computers

than a licensed tester. This bill would provide that the Alabama State Law Enforcement Agency
(ALEA) would license all persons authorized to test autonomous vehicles. This bill would specify
criteria for testing of autonomous technology on the roads of the state. This bill would require
each autonomous vehicle operated on the public roads to carry insurance. This bill would authorize
ALEA to create a new endorsement on the driver's license and specify additional testing requirements
