vehicles as defined by federal regulation are registered in the same manner as any other motor
vehicle and may be operated on the public roads and highways of the state. Under existing
law, a low speed vehicle that is registered to operate on the public roads and highways must
be covered by liability insurance. Under existing law, golf carts that do not meet the definition
of a low speed vehicle may not be registered or operated on the public roads and highways.
This bill would provide a process by which a municipality could permit limited operation of
golf carts on municipal streets or public roads within the municipality. The bill would require
the owner of a golf cart operating on a municipal street or public highway within a municipality

Transfer Act; to amend Section 8-9A-1 of the Code of the Alabama 1975; to provide that a transfer

purposes of the Alabama Fraudulent Transfer Act; to provide that to the extent necessary to
effectuate the Legislature's intent, the Act shall be applied retroactively; and to clarify

property to include the management of digital assets. This bill would specify the powers and
duties of a fiduciary in managing digital assets, such as computer files, web domains, and
virtual currency. This bill would provide a procedure for a custodian of digital assets to
disclose the digital assets to a fiduciary or a personal representative. This bill would restrict
a fiduciary's access to certain electronic communications such as email, text messages, and
social media accounts unless the owner or creator of the electronic communications or social

is guilty of a misdemeanor and is subject to suspension of his or her hunting permit. This
bill would repeal the provisions and enact new prohibitions with revised penalties, including
increased fines and periods of suspension of hunting privileges. This bill would also allow
a court to order a person convicted of hunting or killing wild game on the land of another
without permission to pay restitution for the value of the loss or damage to wildlife resources
and would provide for the forfeiture of hunting gear and firearms used to commit the violation.

ticket exchange from: (1) penalizing or discriminating against a ticket holder who transfers,
resells, or offers to resell his or her ticket; (2) penalizing, discriminating against, or
denying access to a ticket holder who possesses a resold ticket based solely on the grounds
that the ticket has been resold; (3) prohibiting or restricting the resale or transfer of
any tickets; or (4) using certain delivery techniques or technological means to preclude or
