and Figures A BILL TO BE ENTITLED AN ACT To create the Alabama Innocence Inquiry Commission
within the Administrative Office of Courts; to provide for the duties and functions of the
commission; to authorize the commission to order judicial review of certain capital cases
in which the defendant has been sentenced to death and there is found to exist credible, verifiable
evidence of innocence that has not previously been presented at trial or considered at a hearing
granted through postconviction relief; and to provide that no execution date shall be set
for any person while that person's case is pending before the commission. BE IT ENACTED BY
THE LEGISLATURE OF ALABAMA: Section 1. There is established the Alabama Innocence Inquiry

1 18-FEB-16 SYNOPSIS: Under existing law, the state imposes sales or use taxes upon certain
persons, firms, or corporations. Sales of certain items are taxed at a reduced rate. Sales
of other items are exempt from the taxes. This bill would increase the state sales and use
tax general rate to four and one-half percent on September 1, 2016 and to five percent on
September 1, 2017. This bill would phase out the state sales and use taxes on food over a
two-year period by reducing the rates by two percentage points per year beginning September
1, 2016. This bill would exempt sales of food from the sales and use taxes beginning September

Existing law provides a defined benefit retirement plan for any public employee who is first

Plan Member" to include any person who, regardless of his or her date of employment,
is employed as a correctional officer, firefighter, law enforcement officer, or state policeman.
This bill would also redefine the term "Tier II Plan Member" to exclude a person
hired as a correctional officer, firefighter, law enforcement officer, or state policeman.

1 03-MAR-16 SYNOPSIS: Under existing law, marriage licenses are issued by the judge of probate
and the marriage is required to be solemnized by a person authorized to perform marriages.
This bill establishes the procedure for two people to enter into a marriage and requires the
recording of such marriage with the judge of probate. This bill would require the judge of
probate to transmit each recorded marriage received by the judge of probate during the preceding
calendar month to the Office of Vital Statistics on or before the fifth day of the following
calendar month. This bill would eliminate the requirement of marriage licenses. This bill
would provide that the two parties desiring to enter into a marriage must record certain affidavits,
forms, and data regarding the parties entering into the marriage with the judge of probate.
