committees to subpoena witnesses and documents. This bill would provide standing committees
of the House of Representatives and standing committees of the Senate with the authority to
subpoena witnesses to testify before the committee and to subpoena documents as needed to
conduct the business of the respective committee. This bill would further provide for enforcement
by the circuit court regarding persons failing to properly respond to a legislative subpoena.

governmental entity through an eminent domain proceeding. However, if an owner of property
alleges that the property was taken or injured without initiating an eminent domain proceeding
and the property owner discovers the encroachment, the owner may file an inverse condemnation
action. Under existing law, there is no specific statute of limitations for the filing of
an inverse condemnation action against a state official. This bill would require an inverse
condemnation action to be commenced within two years after the property was appropriated for

under the Alabama Small Loan Act. This bill would authorize non-bank lenders to issue short-term
unsecured loans, known as flex loans. This bill would provide for the licensure and regulation
of lenders of flex loans by the State Banking Department. This bill would establish the maximum
interest rate and maximum duration of a flex loan and provide for fees that may be charged
to a customer. This bill would set qualifications, including financial guarantees, for lenders
and provide civil penalties for violations by lenders. This bill would also authorize the
State Banking Department to enforce the provisions of this act and promulgate rules. A BILL
