Rd 1 03-MAR-15 SYNOPSIS: Under existing law, an individual who applies for a windshield placard
for disability access parking does not have to provide information such as a valid state issued
driver's license number, non-driver identification number, or other identifying information
as prerequisite to obtaining the placard. This bill would require, prior to the issuance of
a windshield placard for disability access parking, that an individual provide his or her
valid state issued driver's license number, a non-driver identification number, or a unique
identifying number, as prescribed by the Commissioner of Revenue. A BILL TO BE ENTITLED AN
ACT To amend Section 32-6-231, Code of Alabama 1975, to require that certain identification
information be submitted prior to the issuance of a windshield placard for disability access

is breached by an unauthorized person. This bill would create the Alabama Information Protection
Act of 2015 to provide for the protection of personal information and notice to individuals
whose personal information has been breached. This bill would require specified entities,
including governmental entities and third-party agents, to notify the Attorney General and
the individual owners of personal information upon a data security breach. This bill would
require these entities to provide notice to credit reporting agencies of security breaches
of personal information involving more than 1,000 individuals. This bill would require the

in subsequent years. This bill would authorize certain permits to be transferred in the case
of physical hardship and the requirements for proof of income requirements under Alabama income
tax law in subsequent years would be deleted. This bill would further authorize a person who
failed to meet the income requirements beginning October 1, 2014, to renew a net or seine
