SB93 By Senator Ross ENROLLED, An Act, Relating to H. Councill Trenholm State Technical College;
to change the name of the college to H. Councill Trenholm State Community College. BE IT ENACTED
BY THE LEGISLATURE OF ALABAMA: Section 1. (a) The school heretofore established within the
postsecondary system as the H. Councill Trenholm State Technical College is hereby named and
shall be known as the H. Councill Trenholm State Community College and shall succeed to all
the rights, privileges, emoluments, benefits, interests, and titles heretofore at any time
vested in the institution in its respective names. None of the powers, authority, or functions
of H. Councill Trenholm State Technical College by law shall be abated or impaired by this
section. Only the name of the institution shall be changed by this section. Whenever the institution
is referred to in the constitution and in the laws of Alabama by any one of the respective
names by which it has been known, the same shall be...

This bill would propose an amendment to Section 65 of the Constitution of Alabama of 1901,

the Alabama Lottery Corporation to implement and regulate the operation of the lottery. The
amendment provides for net proceeds from the lottery to be deposited in the Lottery Trust
Fund and allocates one-half of the Lottery Trust Fund for scholarships for qualifying students
to attend a college or junior college located in Alabama and one-half for the state General
Fund. The amendment requires the Legislature to enact general legislation to provide for the
administration, operation, and regulation of the lottery and powers, duties, and authority
