SYNOPSIS: This bill would establish within the State Health Department a State Advisory Council
on Palliative Care and Quality of Life. The council would be appointed by the State Health
Officer to be composed of interdisciplinary health care professionals and other persons having
experience with palliative care. The council would consult with the department on the delivery
of palliative care in this state. In addition, the bill would provide for the department to
establish a palliative care education program. A BILL TO BE ENTITLED AN ACT Relating to the
State Health Department and palliative care; to establish a State Advisory Council on Palliative
Care and Quality of Life; to provide for the appointment of the members and the duties of

for a small business to receive financial assistance under the program and would specify a

state revenue for other purposes which are in addition to the stated purpose under current
state law. BE IT ENACTED BY THE LEGISLATURE OF ALABAMA: Section 1. Definition. State tax receipt.
Any tax, fee, license or other source of revenue received by a state entity pursuant to statute,
rule or any other means. This provision shall in no way include specific appropriations from
the State General Fund and the Education Trust Fund. Section 2. Any other law or laws to the
