This bill would specify that the department would not be required to consider a relative of the child who resides outside of this state for appointment if the relative has not notified the department within six months after the child has been placed in the legal custody of the department that the person desires to be considered for appointment as a kinship guardian. In 1996, as a condition of state eligibility for federal funding of child support enforcement, Congress mandated that each state enact the UIFSA. In 2008, the Uniform Law Commission amended UIFSA to incorporate the provisions of the Hague Convention on the International Recovery of Child Support of Family Maintenance into state law. The Convention contains provisions that establish uniform procedures for the processing of international child support cases. In 2014, Congress enacted the Preventing Sex Trafficking and Strengthening Families Act.
