BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:Section 1. Section 23-1-278 of the Code of Alabama
1975, is amended to read as follows: §23-1-278. "(a) Any sign erected or maintained
in an adjacent area after February 10, 1972, and any outdoor advertising sign, display, or
device erected with the purpose of its message being read from the main-traveled way of any
interstate highway or primary highway outside of an urban area and beyond 660 feet of the

the federal Unified Carrier Registration Act of 2005 (UCRA) in the state and collects the
assessments associated with administration of the UCRA. Also under existing law, certain law
enforcement responsibilities of the Public Service Commission relating to motor carrier functions
were transferred to the newly created Alabama Law Enforcement Agency (ALEA). This bill would
transfer the enforcement responsibility of the UCRA to ALEA and the administration of the
UCRA to the Department of Revenue. This bill would also provide that the Department of Revenue
would collect the fees associated with registration of UCRA and administer the provisions
