act; to provide further for the fees and the distributions of the proceeds of the fees; and
to repeal conflicting local laws, including specifically Act 90-612, (Acts 1990, p. 1124),
as amended by Act 94-700, (Acts 1994, p. 1350). BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
