a law substantially similar to the Risk Management and Own Risk and Solvency Assessment Model
Act developed by the National Association of Insurance Commissioners. The bill would provide
that documents and other information from an insurer in an assessment would be confidential

bill would specify that a licensed motor vehicle rental company may authorize and pay compensation
to an employee or authorized representative of the company to offer or sell insurance coverage
without the employee or authorized representative being individually licensed to sell insurance.
This bill would also provide that an employee or representative of the motor vehicle rental
company may not be compensated based primarily on the number of customers who elect to purchase
insurance coverage, but may receive compensation incidental to his or her overall compensation.
