law, in Mobile County, the office of the license commission and the office of the revenue
commission function as separate offices. This bill proposes a local amendment to the Constitution
of Alabama of 1901, to abolish the office of the license commission and transfer all authorities,
duties, equipment, fees, functions, funds, responsibilities, and staff of the license commission.
In addition, this bill provides for the salary of the revenue commissioner and that the county
commission shall continue to provide sufficient funds and office space for the newly expanded

but provide procedures to transfer responsibility or to contest the notice of violation. This
bill would allow a law enforcement agency or a local governing entity, in consultation with
a school system, to enter an agreement with a private contractor for the installation, operation,
notice processing, and administration of a school bus automated device. This bill would grant
subject matter jurisdiction to district and municipal courts to adjudicate the civil notice.
