provide an additional fee for the service of failure to appear warrants by the Sheriff of
Jackson County. BE IT ENACTED BY THE LEGISLATURE OF ALABAMA: Section 1. (a) In Jackson County,
in addition to any and all court costs, fees, and charges now or hereafter authorized, there
shall be assessed by the Circuit Court Clerk a one hundred dollars ($100) charge on the service
of all failure to appear warrants issued and executed by the Jackson County Sheriff. (b) The
additional charge provided herein, when collected, shall be paid to the Jackson County Sheriff
and shall be used for law enforcement purposes. Section 2. This act shall become effective
on the first day of the third month following its passage and approval by the Governor, or

various fees for the licenses effective February 9, 2015, without following the rulemaking
procedures of the Alabama Administrative Procedure Act. This bill would specify that setting
any charge to the public for issuing the driver's licenses or cards would be subject to the
