against a person who brings certain types of legal proceedings that are determined to be frivolous,
unfounded, or without substantial justification. This bill would provide that reasonable attorney
fees and costs may be assessed against an attorney or litigant in a civil action if the court
finds at any time during the proceedings or upon judgment that a complaint, claim, counterclaim,
cross-claim, motion, pretrial application, affidavit, or other pleading, or any portion thereof,
of the litigant or attorney was frivolous. This bill would, in appropriate cases, allow the

SYNOPSIS: Under existing law, the district court has jurisdiction over cases where the amount
in controversy is $10,000 or less, and the small claims division of the district court has
jurisdiction over cases where the amount in controversy does not exceed $3,000. Under existing
law, a plaintiff filing a case in the district court is charged a filing fee. The amount of
the filing fee is less for cases filed in the small claims division of the district court.
This bill would increase the jurisdiction of the small claims division of the district court
to cover all cases where the amount in controversy is $6,000 or less. This bill would revise
the filing fee and filing fee distribution statutes to reflect the new jurisdiction of the
small claims division, but would keep the filing fees and distribution of filing fees at the

Natural Resources regulates the harvesting of paddlefish (spoonbill) in this state. Under
department rules, paddlefish harvesting has been limited, with only 15 commercial paddlefish
licenses issued for harvesting from February 1, 2015, to March 21, 2015. This bill would require
the department to establish a commercial paddlefish harvesting season in the Tennessee River
and all of its tributaries, beginning November 20 and continuing through April 7 of each year.
This bill would allow the department to issue up to 60 resident licenses and five nonresident
licenses at any given time, with current commercial paddlefish license holders allowed to

designate a license as inactive to authorize the board to assess an inactive licensee fee.
This bill would require an applicant for a license to submit fingerprints and execute criminal
history information release and would require the Alabama Bureau of Investigation to forward
