Rd 1 03-MAR-15 SYNOPSIS: Existing law provides for the adoption of policies by public school
systems pertaining to the prevention of harassment of one student against another student
and requires the Department of Education to develop a model policy for local boards of education
pertaining to student harassment prevention. This bill would create the crime of cyber-bullying
of another student or school employee by a student and provide for penalties and restitution.
This bill would allow prosecutors to defer prosecution of cyber-bullying crimes and provide
for the expungement of the criminal record of the student under certain conditions. This bill
would require school employees to report cyber-bullying incidents and would provide immunity

in kindergarten to twelfth grade classrooms. This bill would require that, beginning with
the 2019-2020 school year, class size limits be maintained at 15 students per teacher for
grades kindergarten to third, inclusive, at 22 students per teacher for grades four to eight,
inclusive, and at 25 students per teacher for grades nine to 12, inclusive. Such limits would
be implemented on a graduated basis beginning with the 2015-2016 fiscal year. This bill would
also provide that any costs associated with satisfying the class size limitations imposed
