SB167 By Senators Beasley, Melson, Stutts and Bussman ENROLLED, An Act, To amend Section 34-24-604,
Code of Alabama 1975, relating to annual registrations and fees for physicians providing pain
management services for physician practice locations; to provide that each such physician
shall pay one registration fee or annual renewal fee with no additional fee for additional
practice locations. BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:Section 1. Section 34-24-604,
Code of Alabama 1975, is amended to read as follows: §34-24-604. "(a) Beginning January
1, 2014, and continuing each year thereafter: "(1) All physicians providing pain management
services shall obtain a pain management registration from the board. "(2) All physicians
who otherwise meet the criteria established by the board shall obtain a pain management registration
from the board. "(b) To register, a physician applicant shall submit the following to
the board: "(1) A completed application on a form prescribed by the...

any usable cannabis, cannabis plants, drug paraphernalia, or other related property that was
seized. The determination of a district attorney, or the district attorney's designee, that
a person is engaging in or assisting in the medical use of cannabis in accordance with the
provisions of this act shall be deemed to be evidenced by the following: (1) A decision not
to prosecute. (2) The dismissal of charges. (3) Acquittal. Section 12. For the purposes of
medical care, including organ and tissue transplants, a qualified patient's authorized
use of cannabis shall be considered the equivalent of the authorized use of any other medication
used at the direction of a physician and may not constitute the use of an illicit substance.
Section 13. (a) Qualified patients and designated caregivers who associate within this state
in order to collectively or cooperatively cultivate cannabis for medical purposes may share

trucks, truck trailers, or semi-trailers that will be registered or titled outside of Alabama,
that are exported or removed from Alabama within 72 hours by the purchaser or his or her agent
for first time use outside Alabama are not subject to the Alabama sales tax. This bill would
amend this section thereby providing that such sales are subject to the Alabama automotive
sales tax unless the state in which the purchaser will title or register the vehicle allows
an Alabama resident to purchase a motor vehicle for first titling and registration in Alabama
without the payment of tax to that state. This bill also provides for exclusions to the drive
out provision and for the publication of a list of states that do not allow this provision.
