Rd 1 17-MAR-15 SYNOPSIS: Existing law provides for the adoption of policies by public school
systems pertaining to the prevention of harassment of one student against another student
and requires the Department of Education to develop a model policy for local boards of education
pertaining to student harassment prevention. This bill would create the crime of cyber-bullying
of another student or school employee by a student in a public K-12 school and provide for
penalties and restitution. This bill would allow prosecutors to defer prosecution of cyber-bullying
crimes and provide for the expungement of the criminal record of the student under certain
conditions. This bill would require school employees to report cyber-bullying incidents and
would provide immunity from civil liability for persons reporting cyber-bullying. Amendment

SYNOPSIS: Under existing law, a driver may obtain a graduated license, including a Stage I-learner's
permit, Stage II-regular driver's license with restrictions based on age, and Stage III-unrestricted
driver's license. Also under existing law, a violation of the restriction of a Stage II licensee
is a traffic violation, but no points may be assessed for the violation. This bill would revise
the penalties for a violation of the restrictions on a Stage II license, including revocation
of the license and reversion to a Stage I license for a period of six months, would require
the driver to revert to a Stage I license for a period of six months, would require the court
to assess a fine of $250, plus court costs, and would provide for the assessment of two points.

fide coin, cash, token, or credit card amusement or entertainment machine for commercial use
by the public, regardless of the total sales derived from such machines. This bill would provide
for the collection of the fee. This bill would provide for a civil penalty for a violation.

Natural Resources regulates the harvesting of paddlefish (spoonbill) in this state. Under
department rules, paddlefish harvesting has been limited, with only 15 commercial paddlefish
licenses issued for harvesting from February 1, 2015, to March 21, 2015. This bill would require
the department to establish a commercial paddlefish harvesting season in the Tennessee River
and all of its tributaries, beginning November 20 and continuing through April 7 of each year.
This bill would allow the department to issue up to 60 resident licenses and five nonresident
licenses at any given time, with current commercial paddlefish license holders allowed to
