Rd 1 28-APR-15 SYNOPSIS: Under existing law, certain pension, annuity, or retirement allowance
benefits under the Teachers' Retirement System and the Employees' Retirement System are exempt
from state or municipal taxes, levy, sale, garnishment, attachment, or any other related process.
This bill would provide that restitution, fines, court costs, fees, or any other financial
obligations in a felony criminal case ordered by a circuit or district court judge in this
state are not subject to this exemption. This bill would allow the court and certain licensing
authorities to revoke or suspend certain licenses, such as driver's licenses, hunting licenses,
fishing licenses, concealed carry licenses, and other occupational, regulatory, or professional
licenses if a person is delinquent in any criminal case in making certain payments to the
court or has an outstanding writ of arrest or alias warrant....

court-ordered restitution after a matter has been transferred to the district attorney for
collection purposes. Under existing law, the total amount of the collection fee is distributed
to the district attorney and the circuit clerk before any other distributions to a victim
or victims or any other entity are made. This bill would provide for a pro rata distribution
of the total amount collected by the district attorney, the Unified Judicial System, and the
circuit clerk for court-ordered restitution and other fines and court costs including the

1 31-MAR-15 SYNOPSIS: Under existing law, the Uniform Interstate Family Support Act (UIFSA)
provides uniform rules for the enforcement of family support orders. In 1996, as a condition
of state eligibility for federal funding of child support enforcement, Congress mandated that
each state enact the UIFSA. In 2008, the Uniform Law Commission amended UIFSA to incorporate
the provisions of the Hague Convention on the International Recovery of Child Support of Family
Maintenance into state law. The Convention contains provisions that establish uniform procedures
for the processing of international child support cases. In 2014, Congress enacted the Preventing
Sex Trafficking and Strengthening Families Act. That act required each state to expeditiously
enact the 2008 amendments to the UIFSA during its 2015 legislative session as a condition
