Rd 1 12-MAR-15 SYNOPSIS: This bill would repeal certain credits allowed to insurance companies
subject to the insurance premium tax. A BILL TO BE ENTITLED AN ACT To amend Section 27-4A-3,
Code of Alabama 1975, related to the insurance premium tax, to repeal the insurance facilities
office credit, the real property investment credit, and the credits for ad valorem and privilege
taxes that are allowed to insurance companies that are subject to tax. BE IT ENACTED BY THE
LEGISLATURE OF ALABAMA:Section 1. Section 27-4A-3, Code of Alabama 1975, is amended to read
as follows: §27-4A-3. (a) Subject to the exceptions and exemptions hereinafter set forth,
for the year beginning on January 1, 1995, and for each year thereafter, every insurer shall

be issued by the judge of probate; to provide that a marriage would be entered into by contract;
to provide that the judge of probate would record each contract of marriage presented to the

to provide for the content of a properly executed contract of marriage; to provide fees for

Fund Rd 1 12-MAR-15 SYNOPSIS: Currently, municipal utility corporations are not paying the
state license tax equal to 2.2% on each $1 of gross receipts. Revenue generated by the tax
is distributed to the State General Fund and to the Special Mental Health Fund. This bill
will require any public, private or municipal utility corporation to pay the license tax.
This bill will distribute the additional revenue generated from removing this exemption to
the State General Fund. This bill will also repeal the requirement that the Alabama Municipal

seized. The determination of a district attorney, or the district attorney's designee, that
a person is engaging in or assisting in the medical use of cannabis in accordance with the
provisions of this act shall be deemed to be evidenced by the following: (1) A decision not
to prosecute. (2) The dismissal of charges. (3) Acquittal. Section 12. For the purposes of
medical care, including organ and tissue transplants, a qualified patient's authorized
