of the City of Birmingham Retirement and Relief System; to further amend Section 4 of Act
556, 1959 Regular Session (Acts 1959, p. 1376), as amended by Act 2013-438, 2013 Regular Session;
to amend the investment powers of the board of managers to require not less than 25 percent
of investments to be in fixed income securities and remove the requirement of not more than
60 percent of equity securities as the total investments of the fund. BE IT ENACTED BY THE
LEGISLATURE OF ALABAMA: Section 1. Section 4 of Act 556, 1959 Regular Session (Acts 1959,
p. 1376), as amended by Act 2013-438, 2013 Regular Session, is further amended to read as

Veterinary Practice Act governs the practice of veterinary medicine in the state. This bill
would provide further for the definition of the practice of veterinary medicine to prohibit
any person, other than a licensed veterinarian, from directly supervising veterinary medical
services or making certain decisions relating to the medical or surgical treatment of animals.
This bill would include a spay neuter clinic under the definition of a veterinary facility,
and would limit the scope of services offered at a spay neuter clinic. This bill would exempt
licensed veterinarians employed by nonprofit spay neuter clinics from certain prohibitions
against practicing veterinary medicine as an employee of a person not licensed by the board.

enforcement, and the Secretary of State are subject to record-keeping and administrative requirements
regarding the sale of pistols and a local registration system is required for all pistols
sold by a licensed firearms dealer. This bill would eliminate certain record-keeping and administrative
requirements and make technical nonsubstantive changes. Existing law also prohibits a person
from delivering a pistol to a person under the age of 18 years or to a person who has been
convicted of a crime of violence or is a drug addict, a habitual drunkard, or of unsound mind.
This bill would allow a person under the age of 18 to receive or possess a pistol if he or
she has the consent of a parent, guardian, or spouse who is 18 years of age or older and satisfies

professional surety company or professional bail company and be approved by the presiding
circuit judge of each county in which the bail bondsman desires to operate. This bill would
prohibit a person from acting in the capacity as a professional bail agent, soliciting bail
agent, bail enforcement agent, or professional bondsman, unless that person is qualified and
licensed by the Department of Insurance. This bill would also require professional bondsmen
and recovery agents to attend a 12-hour instructional course and pass an examination developed
and administered by the Department of Insurance, and would also require professional bondsmen
