12-12-31, 12-19-71, and 12-19-72, Code of Alabama 1975, to provide further for the jurisdiction
of the small claims division of the district court and for the filing fees associated with
filing a case in the district court. BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:Section 1.
Sections 12-11-30, 12-12-31, 12-19-71, and 12-19-72, Code of Alabama 1975, are amended to
read as follows: §12-11-30. "(1) CIVIL. The circuit court shall have exclusive original
jurisdiction of all civil actions in which the matter in controversy exceeds ten thousand
dollars ($10,000), exclusive of interest and costs, and shall exercise original jurisdiction
concurrent with the district court in all civil actions in which the matter in controversy
exceeds three thousand dollars ($3,000) six thousand dollars ($6,000), exclusive of interest

SYNOPSIS: Under existing law, a collection fee is added to the total amount of funds due for
court-ordered restitution after a matter has been transferred to the district attorney for
collection purposes. Under existing law, the total amount of the collection fee is distributed
to the district attorney and the circuit clerk before any other distributions to a victim
or victims or any other entity are made. This bill would provide for a pro rata distribution
of the total amount collected by the district attorney, the Unified Judicial System, and the
circuit clerk for court-ordered restitution and other fines and court costs including the

the Flexible School Calendar Act of 2012 requires each local board of education to establish
an academic school calendar, beginning with the 2012-2013 school year and ending with the
last day of the third month of the 2013-2014 school year, with the first day of instruction
for students no earlier than the Monday two calendar weeks before Labor Day, unless August
31 is a Monday, then on Monday, August 17, and the last day of instruction for students shall
be no later than the Friday immediately before Memorial Day. This bill would remove the temporary
academic school calendar parameters provided for the 2013-2014 school year and would allow
each local board of education to provide the required 180 full instructional days based on

SYNOPSIS: Under existing law, the district court has jurisdiction over cases where the amount
in controversy is $10,000 or less, and the small claims division of the district court has
jurisdiction over cases where the amount in controversy does not exceed $3,000. Under existing
law, a plaintiff filing a case in the district court is charged a filing fee. The amount of
the filing fee is less for cases filed in the small claims division of the district court.
This bill would increase the jurisdiction of the small claims division of the district court
to cover all cases where the amount in controversy is $6,000 or less. This bill would revise
the filing fee and filing fee distribution statutes to reflect the new jurisdiction of the
small claims division, but would keep the filing fees and distribution of filing fees at the
