a person to obtain a permit from the applicable local governing body prior to installing or
operating a wind energy conversion system; to require compliance with applicable zoning; to
provide for an application process for a permit; to require the certification of systems by
a licensed engineer with certain experience; to provide for regulations for the design, construction,
and operation of wind energy conversion systems; and to provide for the removal of abandoned
systems. BE IT ENACTED BY THE LEGISLATURE OF ALABAMA: Section 1. This act shall only apply
in DeKalb County. Section 2. For the purposes of this act, the following words shall have
the following meanings: (1) DECIBEL. The unit of measure for sound pressure using dBA scale.

Veterinary Practice Act governs the practice of veterinary medicine in the state. This bill
would provide further for the definition of the practice of veterinary medicine to prohibit
any person, other than a licensed veterinarian, from directly supervising veterinary medical
services or making certain decisions relating to the medical or surgical treatment of animals.
This bill would include a spay neuter clinic under the definition of a veterinary facility,
and would limit the scope of services offered at a spay neuter clinic. This bill would exempt
licensed veterinarians employed by nonprofit spay neuter clinics from certain prohibitions
against practicing veterinary medicine as an employee of a person not licensed by the board.

to do business in Alabama, have an annual filing obligation for Business Privilege Tax. The
Business Privilege Tax is calculated based on an entitys net worth, apportioned to Alabama.
There is a minimum of $100 Business Privilege Tax imposed annually on all entities subject
to this tax. Currently, most taxpayers have an annual maximum Business Privilege Tax due of
$15,000. The Business Privilege Tax rate is determined by the taxpayers federal taxable
income, apportioned to Alabama. In addition, under current law, the Business Privilege Tax
due date for financial institutions is March 15. The Alabama Excise Tax return filed by financial
