Rd 1 28-APR-15 SYNOPSIS: Under existing law, certain pension, annuity, or retirement allowance
benefits under the Teachers' Retirement System and the Employees' Retirement System are exempt
from state or municipal taxes, levy, sale, garnishment, attachment, or any other related process.
This bill would provide that restitution, fines, court costs, fees, or any other financial
obligations in a felony criminal case ordered by a circuit or district court judge in this
state are not subject to this exemption. This bill would allow the court and certain licensing
authorities to revoke or suspend certain licenses, such as driver's licenses, hunting licenses,
fishing licenses, concealed carry licenses, and other occupational, regulatory, or professional
licenses if a person is delinquent in any criminal case in making certain payments to the
court or has an outstanding writ of arrest or alias warrant....

Natural Resources regulates the harvesting of paddlefish (spoonbill) in this state. Under
department rules, paddlefish harvesting has been limited, with only 15 commercial paddlefish
licenses issued for harvesting from February 1, 2015, to March 21, 2015. This bill would require
the department to establish a commercial paddlefish harvesting season in the Tennessee River
and all of its tributaries, beginning November 20 and continuing through April 7 of each year.
This bill would allow the department to issue up to 60 resident licenses and five nonresident
licenses at any given time, with current commercial paddlefish license holders allowed to

Authority is a public corporation comprised of member municipalities which purchases and otherwise
provides electric power for distribution by participating municipalities to their citizens.
The authority is governed by a board of directors of nine members which number was originally
based on the number of member municipalities participating in the authority. Currently, 13
municipalities participate in the authority. The terms of board members are for three years
and the terms are staggered. Also, under existing law, the board members are not provided
