establish a tax credit for Alabama small businesses to enhance the economy by hiring new Alabama
employees. This bill would define an Alabama small business employer as any business organization
in Alabama having 50 or fewer employees. This bill would provide for a tax credit to any Alabama
small business employer that creates new jobs and hires a new employee in an amount of $1,250
per qualified new employee. The bill would also repeal the Full Employment Act of 2011. A

collect debt in Alabama. This bill would require debt buyers and other debt collectors to
possess certain basic information about the debt before initiating collection efforts, including
proof of indebtedness by the consumer, date of the debt, identity of the original creditor,
and itemization of all fees, charges, and payments. This bill would prohibit the collection
of a consumer debt by any party not in possession of at least a copy of the original contract,
or other documentation evidencing the consumer's liability. This bill would require a creditor
and each subsequent holder of the debt to retain and pass on to the next holder all communications
from the consumer concerning the debt and information about all known disputes and defenses.

This bill would propose a constitutional amendment to increase the state minimum wage to $9.80
per hour in three steps ending January 1, 2018. This bill would provide that tipped employees'
wages may not fall 30 percent of the minimum wage at any time. The bill would provide for
an increase commencing on January 1, 2020, and every three years thereafter based on the Consumer
Price Index for the July 1st of the year preceding the year of the increase. The bill would
require the State Finance Director to notify the Alabama Department of Labor in writing between
October 1 and October 15 each year preceding a wage adjustment of the percentage to be used
for the cost-of-living adjustment for the next three calendar years. This bill would require

Veterinary Practice Act governs the practice of veterinary medicine in the state. This bill
would provide further for the definition of the practice of veterinary medicine to prohibit
any person, other than a licensed veterinarian, from directly supervising veterinary medical
services or making certain decisions relating to the medical or surgical treatment of animals.
This bill would include a spay neuter clinic under the definition of a veterinary facility,
and would limit the scope of services offered at a spay neuter clinic. This bill would exempt
licensed veterinarians employed by nonprofit spay neuter clinics from certain prohibitions
against practicing veterinary medicine as an employee of a person not licensed by the board.
