may sell liquor at wholesale to the Alabama Alcoholic Beverage Control Board or as authorized
by the board, other than to a retail licensee of the board. Under existing law, state liquor
stores operated by the Alabama Alcoholic Beverage Control Board and certain licensed private
retail stores may sell liquor at retail. Under existing law, retail licensees of the board
must purchase liquor from the board for resale. This bill would require the Alabama Alcoholic
Beverage Control Board to phase out retail sale of alcoholic beverages by the board prior
to October 1, 2016 but continue all other functions prescribed by law; require the board to
obtain the best available price for fixed assets, equipment, and property; and require the
Department of Economic and Community Affairs to provide certain technical...

11, Code of Alabama 1975, based on certain population categories of counties established therein.
In addition, a judge of probate of a county may receive a cost-of-living adjustment under
certain conditions pursuant to the Omnibus Pay Act if a cost-of-living increase for county
employees is adopted at the time of the adoption of a county budget. This bill would provide

County Sheriff's Office in the civil division of the circuit and district court with certain

Sheriff's Law Enforcement Fund for the disposition of service of process fees. BE IT ENACTED
BY THE LEGISLATURE OF ALABAMA: Section 1. This act shall only apply to Houston County. Section
2. (a)(1) In addition to all other charges, fees, judgments, and costs of court, in the civil
division of the district and circuit courts of Houston County, a service of process fee of

court-ordered restitution after a matter has been transferred to the district attorney for
collection purposes. Under existing law, the total amount of the collection fee is distributed
to the district attorney and the circuit clerk before any other distributions to a victim
or victims or any other entity are made. This bill would provide for a pro rata distribution
of the total amount collected by the district attorney, the Unified Judicial System, and the
circuit clerk for court-ordered restitution and other fines and court costs including the
