This bill would provide that the Administrative Procedure Act has no application to procedure for hearings and appeals under the Alabama Surface Mining Control and Reclamation Act. This bill would further provide for judicial review of final commission actions within the circuit court of the county in which the commission maintains its principal office. This bill would provide for retroactive effect.
