SB431 By Senators Reed, Marsh and Waggoner ENROLLED, An Act, Relating to the Medicaid Agency;
to amend Section 22-6-160 of the Code of Alabama 1975, to provide for the delivery of medical
care services to certain elderly and disabled Medicaid beneficiaries on a managed care basis
through one or more statewide integrated care networks; and to establish requirements for
the governance and operation of the integrated care network. BE IT ENACTED BY THE LEGISLATURE
OF ALABAMA:Section 1. Section 22-6-160, Code of Alabama 1975, is amended to read as follows:
§22-6-160. "(a) The Medicaid Agency, with input from long-term care providers, shall
conduct an evaluation of the existing long-term care system for Medicaid beneficiaries and,
on October 1, 2015, shall report the findings of the evaluation to the Legislature and Governor.
"(b) The Medicaid Agency shall decide which groups of Medicaid beneficiaries to include

would have their names on the primary election ballot and all qualified electors may vote
the same ballot. This bill would provide that the two candidates that receive the highest
number of votes in a primary election, regardless of their party affiliation or lack thereof,
would be placed on the ballot in the general election. This bill would also authorize the

SYNOPSIS: Under existing law, certain persons, including health care professionals, who are
responsible for rendering aid or medical assistance to a child must immediately report orally
to law enforcement or the Department of Human Resources all known or suspected cases of child
abuse or neglect. This bill would specify that if a doctor or other health care professional
suspects that a child is being or has been chemically endangered by being unlawfully exposed
to a controlled substance, the doctor or health care professional must report his or her suspicion
orally to law enforcement within two hours even if results of blood, urine, or other medical
tests are not available to the doctor or health care professional within that time period.

is a traffic violation, but no points may be assessed for the violation. This bill would revise
the penalties for a violation of the restrictions on a Stage II license, including revocation
of the license and reversion to a Stage I license for a period of six months, would require
the driver to revert to a Stage I license for a period of six months, would require the court
to assess a fine of $250, plus court costs, and would provide for the assessment of two points.
