1 03-MAR-15 SYNOPSIS: This bill would provide further for the regulation of insurance by requiring
certain insurers to maintain a risk management framework and complete an Own Risk and Solvency
Assessment (ORSA) to be filed with the Commissioner of Insurance; by adopting a law substantially
similar to the Risk Management and Own Risk and Solvency Assessment Model Act developed by
the National Association of Insurance Commissioners. The bill would provide that documents
and other information from an insurer in an assessment would be confidential and privileged

qualifications for buying at a salvage pool or salvage disposal sale and would require operators
to maintain certain records pertaining to sales at salvage pools or salvage disposal sales.
This bill would require notice to a purchaser that a motor vehicle for which a salvage or
junk certificate has been issued by this state or other state may not be driven or operated
on the highways or other public places of this state, except under certain conditions relating
to restoration of the vehicle. This bill would also require the licensee to deposit a bond
