(a) The County Commission of Russell County, upon the adoption of a resolution by a recorded roll call vote, may levy an additional annual issuance fee of up to ten dollars ($10) on each motor vehicle registration in the county. This issuance fee shall be in addition to all other charges, costs, taxes, or fees levied on the issuance of all annual motor vehicle registrations.
