Compact for a Balanced Budget; to facilitate the calling of an Article V constitutional convention
with the intent of amending the United States Constitution to include a balanced budget requirement
for Congress; to provide for membership and withdrawal of compact members; to establish a
Compact Commission; to provide procedures for applying for an Article V constitutional convention;
to specify qualifications and duties of convention delegates; to establish rules for the convention;

SYNOPSIS: Under existing law, certain pension, annuity, or retirement allowance benefits under
the Teachers' Retirement System and the Employees' Retirement System are exempt from state
or municipal taxes, levy, sale, garnishment, attachment, or any other related process. This
bill would provide that restitution, fines, court costs, fees, or any other financial obligations
in a felony criminal case ordered by a circuit or district court judge in this state are not
subject to this exemption. This bill would allow the court and certain licensing authorities
to revoke or suspend certain licenses, such as driver's licenses, hunting licenses, fishing
licenses, concealed carry licenses, and other occupational, regulatory, or professional licenses
if a person is delinquent in any criminal case in making certain payments to the court or

move the collection of the inspection fee that pertains to gasoline to the terminal excise
tax return and dyed diesel fuel, dyed kerosene, and lubricating oil products to a separate
return. This bill would require the Alabama Department of Revenue to collect the fees. This
bill would clarify the definitions used for petroleum products fee under Title 8, Chapter
17, Code of Alabama 1975. This bill would change the disposition of the funds to provide for
an amount to the Alabama Department of Revenue for administration in collecting the fees.
