SYNOPSIS: Existing law does not provide an educational program for children who are not yet
of mandatory school age. This bill would establish a universal preschool program for the state.
This bill would authorize the State Department of Education to promulgate rules for implementation
of the program. This bill would provide eligibility requirements. This bill would require
collaboration among various community, state, and federal programs. This bill would provide
for funding through the local school district from the Education Trust Fund. This bill would
also provide a means for prioritizing school districts when sufficient funds are not available

members and that one of those members shall be primarily engaged in teaching, research, or
