is prohibited. This bill would provide that organizers and spectators would be guilty of the
offense, would increase the penalties for drag racing, and would provide for impoundment or
seizure of vehicles involved in illegal drag racing under certain circumstances. In addition,
the vehicle of a person charged with drag racing who has previously been convicted of the
offense would be subject to forfeiture. Amendment 621 of the Constitution of Alabama of 1901,

authority relating to charges for photo driver's licenses and photo nondriver identification
cards to the Department of Public Safety, now a part of the Alabama Law Enforcement Agency,
subject to certain standards provided in the law. The Alabama Law Enforcement Agency increased
various fees for the licenses effective February 9, 2015, without following the rulemaking
procedures of the Alabama Administrative Procedure Act. This bill would specify that setting
any charge to the public for issuing the driver's licenses or cards would be subject to the
Alabama Administrative Procedure Act. The bill would also specify that this action is declaratory
of existing law and would be retroactive to February 9, 2015. The bill would also require

bill would require all filing entities and foreign filing entities to file an annual report
to assist the state in determining which filing entities and foreign filing entities are active
and which may need to be cancelled or revoked through an administrative dissolution process.
This bill would allow the Secretary of State, after proper notice, to administratively dissolve
entities which are no longer active and have not complied with filing an annual report. Existing
law also provides a schedule of fees for annual reports for corporations, limited liability
partnerships, and professional associations. This bill would make the fee schedule consistent
