SYNOPSIS: This bill would provide that an individual providing policy-related advice for compensation to an officer or director of a state agency in the Executive Branch who has decision making authority or control over policies affecting that state agency, may be compensated for those services only from public funds.

A BILL TO BE ENTITLED AN ACT

Relating to state employment; to provide that an individual providing policy-related advice for compensation to an officer or director of a state agency in the Executive Branch who has decision making authority or control over policies affecting that state agency, may be compensated for those services only from public funds.

BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:

Section 1. An individual who, for compensation, provides policy-related advice to an officer or director of a state agency, may be compensated for his or her services, whether directly or indirectly, only from public funds. For purposes of this section, officer or director of a state agency means an officer or employee of an agency, department, office, or other instrumentality of the Executive Department of the state, who has decision-making authority or control over policies affecting that state agency, department, office, or instrumentality.

Section 2. This act shall become effective immediately following its passage and approval by the Governor, or its otherwise becoming law.
