SYNOPSIS: This bill would provide that a portion of the proceeds otherwise designated for the State General Fund pursuant to the British Petroleum (BP) Settlement Agreement for the Deepwater Horizon Oil Spill shall be used for road and bridge projects in Baldwin County and Mobile County and for insurance reform.

A BILL TO BE ENTITLED AN ACT

To provide that one half of the proceeds otherwise designated for the State General Fund pursuant to the British Petroleum (BP) Settlement Agreement for the Deepwater Horizon Oil Spill shall be distributed to the Alabama Department of Transportation for road and bridge projects in Baldwin County and Mobile County and to the Department of Insurance for insurance reform.

BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:

Section 1. (a) Notwithstanding any provision of law, one half of the proceeds otherwise designated for the State General Fund received pursuant to the British Petroleum (BP) Settlement Agreement for reimbursement of damages related to the Deepwater Horizon Oil Spill shall be distributed as follows:

(1) One hundred million dollars ($100,000,000) to the State Insurance Department for insurance reform including, but not limited to, grants, loans, and other measures to reduce insurance premiums for residential and commercial property. No part of this distribution may be used by the department for administrative purposes.

(2) Two hundred million dollars ($200,000,000) to the Alabama Department of Transportation (ALDOT) for use in Mobile County in ALDOT's Southwest Division for projects that will enhance commercial transportation to coastal areas and projects that enhance evacuation routing for natural disasters. No part of this distribution may be used by the department for administrative purposes.

(3) Two hundred million dollars ($200,000,000) to the Alabama Department of Transportation (ALDOT) for use in Baldwin County in ALDOT's Southwest Division for projects that will enhance commercial transportation to coastal areas and projects that enhance evacuation routing for natural disasters. No part of this distribution may be used by the department for administrative purposes.

(b) The Director of the Department of Transportation, in consultation with the Director of the Southwest Division shall determine the ALDOT projects to be funded pursuant to this act.

Section 2. This act shall become effective on the first day of the month following its passage and approval by the Governor, or its otherwise becoming law.
