ENROLLED, An Act,

To make a supplemental appropriation from the Education Trust Fund to the Department of

Education in the amount of $1,600,000 for the fiscal year ending September 30, 2016; to make a supplemental appropriation from the Education Trust Fund to the Department of Archives and History in the amount of $77,000 for the fiscal year ending September 30, 2016; to make a supplemental appropriation from the Education Trust Fund to the Alabama Commission on Higher Education in the amount of $75,000 for the fiscal year ending September 30, 2016; to make a supplemental appropriation from the Education Trust Fund to the Department of Education in the amount of $799,527 for the fiscal year ending September 30, 2016; to require the Department of Education to ensure that any Foundation Program funds or other state funds allocated to the Jefferson County School System for students that attended and were counted in the Average Daily Membership of the Jefferson County School System and now will attend the Gardendale City School System shall be transferred to the Gardendale City School System for operational expenses; and makes a supplemental appropriation from the Education Trust Fund to the Sickle Cell Oversight and Regulatory Commission in the amount of $15,632.45.

BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:

Section 1. In addition to all other appropriations heretofore or hereafter made, there is hereby appropriated $1,600,000 from the Education Trust Fund to the Department of Labor for the fiscal year ending September 30, 2016. This appropriation shall be expended for a statewide longitudinal database to enable the state to efficiently and accurately manage, analyze and use education data to improve student learning and outcomes. Education for the fiscal year ending September 30, 2016. Of this appropriation, $800,000 shall be expended for the Governor's Local School and School System and Financial Improvement (At-Risk) Program and $800,000 shall be expended for the Governor's High Hopes for Alabama Students Program.

Section 2. In addition to all other appropriations heretofore or hereafter made, there is hereby appropriated $77,000 from the Education Trust Fund to the Department of Archives and History for the fiscal year ending September 30, 2016. This appropriation shall be expended for professional development and curriculum development for K-12 teachers.

Section 3. In addition to all other appropriations heretofore or hereafter made, there is hereby appropriated $75,000 from the Education Trust Fund to the Alabama Commission on Higher Education for the fiscal year ending September 30, 2016. This appropriation shall be expended for the Police Officer's and Firefighter's Survivor's Educational Assistance Program.

Section 4. In addition to all other appropriations heretofore or hereafter made, there is hereby appropriated $15,632.45 from the Education Trust Fund to the Sickle Cell Oversight and Regulatory Commission for the fiscal year ending September 30, 2016.

Section 5. In addition to all other appropriations heretofore or hereafter made, there is hereby appropriated $799,527 from the Education Trust Fund to the Department of Education for the fiscal year ending September 30, 2016. This appropriation shall be expended for Statewide Student Assessments.

Section 6. Upon certification and approval by the State Department of Education's Deputy State Superintendent of the Office of Administrative and Financial Services that the Gardendale City School System is an operational public school system within the State of Alabama, the Department shall ensure that any Foundation Program funds or other state funds allocated to the Jefferson County School System for students that attended and were counted in the Average Daily Membership of the Jefferson County School System and now will attend the Gardendale City School System shall be transferred to the Gardendale City School System for operational expenses.

Section 7. This act shall become effective immediately upon its passage and approval by the Governor, or upon its otherwise becoming law.
