SYNOPSIS: This bill would require the Medicaid Agency to increase reimbursement rates for certain ambulance services provided to Medicaid recipients who are not eligible to receive Medicare.

A BILL TO BE ENTITLED AN ACT

Relating to Medicaid; to require the Medicaid Agency to increase reimbursement rates for certain ambulance services provided to Medicaid recipients who are not eligible to receive Medicare.

BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:

Section 1. (a) Subject to approval by the federal government, the Medicaid Agency of the State of Alabama shall increase reimbursement as provided in subsection (b) for the following Healthcare Common Procedure Coding System (HCPCS) ambulance services provided to Medicaid recipients who are not eligible for Medicare:

(1) A0425 - Ground mileage.

(2) A0426 - Advanced life support, level one.

(3) A0427 - Emergency transport, level one.

(4) A0428 - Basic life support non-emergency transport.

(5) A0429 - Non-emergency transport.

(6) A0431 - Ambulance service, conventional air services, transport, one way (rotary wing).

(7) A0433 - Advanced life support, level two.

(8) A0434 - Specialty care transport.

(9) A0436 - Air mileage, rotary wing, per statute mile.

(b) The reimbursement rate for ambulance services described in subsection (a) shall be increased to 75 percent of the applicable Medicare rate for each level of service to providers licensed by the Alabama Department of Public Health to provide emergency medical services.

Section 2. This act shall become effective immediately following its passage and approval by the Governor, or its otherwise becoming law.
