SYNOPSIS: This bill would provide that any person or entity providing any services to a state agency on a construction or building project would not be subject to any rule, specification, or other requirement changed, amended, or adopted after the start of the project for any work done in the completion of that particular project.

A BILL TO BE ENTITLED AN ACT

Relating to the provision of services to the State of Alabama; to provide that any person or entity providing any services to a state agency on a construction or building project would not be subject to any new rule, specification, or other requirement changed, amended, or adopted or otherwise placed in effect after the start of the project for any work done in the completion of that particular project.

BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:

Section 1. Notwithstanding any other provision of law, no rule, specification, or other requirement adopted or otherwise placed in effect by a state agency shall apply to or change any requirement imposed on any person or entity providing any services to the agency for the duration of any ongoing construction or building project or job, except in the case of fraud, breach of contract, or federal funding requirements.

Section 2. This act shall become effective immediately following its passage and approval by the Governor, or its otherwise becoming law.
